A simple online Emergency Operations Center exercise

Take a look at how a relatively low tech simulation exercise can provide a very "real" experience for the participants. Web Exercise II,  an emergency management center exercise, used old school "live chat" technology to conduct a table-top exercise with the participation of individuals who are geographically dispersed. The objective was to provide participants with a challenging and enjoyable experience, while demonstrating the potential of this application for serious purposes. The debrief transcript is particularly revealing about the level of realism experienced by participants. What other applications can you think of for this type of exercise. Given the changing face of technology, what technology might be substituted, while maintaining a low cost approach that could easily be available in a local community.
